Expanding impact across the Army Reserve

From readiness planning to mission support

The IGSA gives the Army Reserve a powerful tool to deliver end-to-end procurement and purchasing support — saving time, reducing complexity, and directly supporting unit readiness across its footprint. Authorized under 10 U.S.C. § 2679, this agreement streamlines acquisition while ensuring compliance and cost efficiency. Army Reserve Centers (ARCs) gain access to Sourcewell’s national cooperative purchasing network, which includes a broad portfolio of competitively awarded contracts ready for immediate use.

Where does the IGSA make the biggest impact?

Sourcewell helps Army Reserve Centers meet critical readiness needs through streamlined purchasing across:
•   Construction and facility upgrades – including roof repair, HVAC, fencing, paving, and small-scale sustainment projects
•   Base operations and training equipment – including generators, vehicles, modular buildings, and hand tools
•   Municipal and mission supplies – from road salt and safety gear to fuel, uniforms, and day-to-day facility essentials
•   Maintenance and infrastructure services – such as electrical, plumbing, janitorial, snow and ice control, and groundskeeping

The Intergovernmental Support Agreement (IGSA) enables Army Reserve installations to receive installation support services from Sourcewell — a local government entity — under a framework authorized by 10 U.S.C. § 2679. This supports mission readiness by streamlining procurement and improving access to essential services and supplies.

The IGSA covers a wide range of services typically provided by local governments. For the Army Reserve, this can include:

  • Small-scale construction and facility improvements
  • Scheduled and unscheduled maintenance and repairs
  • Grounds, custodial, and refuse services

  • Other base operations support services as approved

All services must fall within the legal definition of "installation support services" per 10 U.S.C. § 2679(f)(1).

This IGSA is an enterprise-wide agreement between Sourcewell and the Army Reserve to support all readiness divisions. 

Sourcewell is a public agency and service cooperative based in Minnesota. As a service cooperative, its mission is to deliver services to a wide range of public sector entities — both in Minnesota and nationwide. Under Minnesota law, Sourcewell is recognized as a local government unit, which qualifies it to provide support services to the Army Reserve under 10 U.S.C. § 2679.
